After years wasted in pseudo-constitutional discussion, the economic crisis has laid bare what the President of the Union himself pointed out: the Lisbon Treaty is not the best mechanism for countering it. Differences between those, like Germany, that want more rigour in curbing deficits and an increase in productivity, and those who see public spending as the engine of growth are hampering all chance of conducting a common economic strategy. The economic situation has upstaged the issues of common foreign policy and European security. These have never existed in Europe, so we can still go ahead without them. The urgent issue is to salvage the single currency from market turbulence focusing on country debts. The Euro may be the chief sucess story of recent times, but it does need bolstering. In September it will be time to decide on working rules and any intervention in the accounts of countries whose irresponsible behaviour has imperilled Euro stability and citizen welfare.
